Rishadan Port was originally printed in the Mercadian Masques expansion in 1999, designed to be a powerful tool for controlling an opponent's mana base by tapping their lands during their upkeep. Its inclusion in the 2001 World Championship Decks series—specifically the deck piloted by Tom van de Logt—marked a moment where the card was solidified as a centerpiece of competitive play. These decks were non-randomized, fixed-list reproductions of the exact 75-card decks used by top-tier professionals, intended to allow fans to play with the same configurations seen on the world stage.

The card's design features the artwork of Heather Hudson, whose work defined much of the Mercadian Masques set. Hudson was tasked with illustrating the bustling, mercantile atmosphere of the Port, capturing its role as a hub of trade and corruption within the Magic: The Gathering lore. The 2001 commemorative version is distinguished by its unique gold-bordered back and the player's signature printed on the face, a stylistic choice that made these versions easily identifiable as collector's items rather than tournament-legal game pieces.
