Mana Flare was originally released as an uncommon card in the 1993 Alpha set for Magic: The Gathering, designed by Richard Garfield to facilitate explosive mana generation by doubling the output of all lands. The International Collectors' Edition was produced by Wizards of the Coast in 1993 as a non-tournament-legal promotional set intended for display and collection. These cards are easily identified by their gold-bordered backs and square corners, which distinguishes them from standard gameplay cards.

The artwork for Mana Flare was commissioned from illustrator Mark Poole. Poole chose a vibrant, celestial aesthetic to represent the raw power of channeling magical energy, a style that became iconic during the game's early years.
