Norn's Dominion was released as part of the Planechase Anthology, a 2016 compilation that revisited the planar deck-building format originally introduced by Wizards of the Coast in 2009. The card represents the Phyrexian-controlled landscape of New Phyrexia, specifically the domain of Elesh Norn, the Mother of Machines. As a Plane card, it functions as a global enchantment that alters the rules of play for all participants, reflecting the oppressive, rigid hierarchy that defines Norn's faction in Magic: The Gathering lore.

The artwork was commissioned from illustrator Igor Kieryluk, who has been a consistent contributor to the game's aesthetic identity. Kieryluk was tasked with translating the chilling, porcelain-white and red visual language of the Phyrexian Praetors into a sprawling, architectural landscape.
