Tsabo's Decree was originally released as a rare card in the 2000 Invasion expansion, representing a major antagonist in the Magic: The Gathering lore. This specific printing comes from the 2001 World Championship Decks, a product line created to replicate the exact deck lists used by top-tier professional players during the world championships held in Toronto. These cards are distinct for their gold-bordered faces and silver-bordered backs, making them ineligible for standard tournament play while serving as a preserved snapshot of competitive card game history.

The artwork was commissioned from illustrator Thomas M. Baxa, who was instrumental in defining the visual language of the Phyrexian creatures within the Invasion block. Baxa sought to capture the oppressive, biomechanical horror of the character Tsabo Tavoc, focusing on sharp, aggressive lines and a muted, dark color palette that emphasized the card's function as a devastating board-wipe mechanic. The design was well-regarded for its thematic consistency with the Phyrexian faction and remains a notable example of the dark fantasy aesthetic prevalent in late-90s and early-2000s card art.
