Drain Power was originally released as part of the 1994 Summer Magic set, also colloquially known as the Edgar set. This run was commissioned by Wizards of the Coast to address severe inventory shortages of the core Magic: The Gathering game and to rectify printing errors found in the Revised Edition. The set was printed with a distinct white border and slightly higher color saturation than previous iterations, intended to serve as a functional reprint of the game's foundational mechanics for newer players.

The artwork for Drain Power was created by Dan Frazier, a prominent illustrator during the game's formative years. Frazier’s approach relied on a minimalist, illustrative style that emphasized the card's function—draining an opponent's mana—through metaphorical imagery.
