It represents the seat of power for the Orzhov Syndicate, a ruthless religious organization that functions simultaneously as a church, a bank, and a crime syndicate. The card was created to mechanically embody the Orzhov's bureaucratic control and rigid structure within the city-plane of Ravnica.
