Phantasmal Forces originated in the 1994 Magic: The Gathering set known as Summer Magic, which was produced to correct errors found in the earlier Revised Edition. Following a warehouse flood that damaged the majority of the original print run, the surviving cards were intended to be destroyed but were instead inadvertently released into the secondary market, making the set a legendary anomaly in trading card history.

The artwork was commissioned from illustrator Mark Poole, a staple artist during the game's formative years. Poole’s design for the creature captures the ethereal, shifting nature of the card's mechanics, utilizing his signature watercolor style to emphasize the ghostly aesthetic of the creature. While the card itself functions as a standard blue utility creature, the Summer Magic print version remains highly sought after by collectors due to the set's accidental scarcity and unique status within the game's production timeline.
