What it does

Where it came from
Balance was originally released in the Alpha set of Magic: The Gathering in 1993, designed by Richard Garfield. As one of the original Power Nine-adjacent cards, it was intended to serve as a powerful equalizer in games where one player had gained a significant resource advantage, forcing both players to discard cards and sacrifice lands and creatures until they reached parity.
